You probably should try to figure out why Windows Explorer is using so much memory. You might have a virus that is causing this. Windows 7 cannot be properly secured anymore so a virus is a distinct possibility. Alternatively, you can open File Explorer by clicking on the Start button and then clicking on File Explorer. Open Windows Explorer. In the left pane, right click on a empty area and uncheck Expand to current folder.
That works and things stay put, but you lose the ability to scroll up and down using the keyboard and have the current folder expanded in the right pane.
From there, you may find the setting to turn off autoscroll. Synaptics apparently has changed their software to provide this auto-scroll feature. There is no visible means of disabling, you may go to Mouse settings in Control Panel and set it to slow under device settings-Scroll.
